I'm not sure. It doesn't really make sense. Who is "their" in the phrase "promote their development?" Maybe it means that life is fair only if everyone is taught the right rules?

It sounds like it's taken out of context. It might mean something about how justice as far as rule-breaking depends on why the rule was made in the first place.

it means one can never be justified in generating an inexcusable implementation of justice unless otherwise educated to the same level of the offense for which it is undertaken. if this were not true then there would be perverted justice.
