I like to use an accelearated hydrogen peroxide solution as it is any sporocideal, and antiviral as well as antibacterial. The preparation I use is made by Virox

We use it for cleaning cell culture equipment and it can be used for sterilzing instriments

UV rays? Not effective.
The old fashioned ways (water as in simple boiling or as pressured steam in autoclaving ) and heat (oven) are still the cheapest.
If you invent a cost effective way and manufacture such a machine, you will be the next billionaire.
