It needs to be a sincere compliment. Be specific, like- I love your hair, or you are so gorgeous. Don't always say the same thing, and make sure you really mean what you say. Also, compliment aspects of her personality or she may think you are shallow.

If it is sincere, never. If it is a means of manipulation, it causes much anger. Beautiful or pretty is not synonymous with dumb.
