You crash a party by showing up when you were not invited.
In general, it is easiest, and most rewarding to crash parties that have very large numbers of drunken people. People will have trouble recognizing that you were not on the guest list, and if you bring some alcohol to share your breach of etiquite will be instantly forgiven.
A sweet 13 party will probably not have large numbers of drunk people, and those who bring booze to a sweet thirteen will usually not be forgiven for showing up uninvited. Also, why would you want to crash such a party?
If you are planning to crash the party in order to ruin it, it is much better to ruin the party in some other way, like hiring a really sick and twisted clown, or sending them a gift box of poo, or... Well, most ideas for ruining a party involve having the boys in blue arresting you, or giving you a stern talking to.
What you could do instead, is plan a really super party the same day, and invite all her guests, so she gets jack for guests. That of course would take some money, and might not work, and then you'd be mad with all the people that decided to go to her party instead, and she'd be mad at all the people who went to your party, and especially mad at you. God, girl fights are horrible.

Don't crash the party; you'll just end up looking like a jerk. Everyone there at the party will be there for her, so it's not like you'll be able to walk in and get people to laugh at her or anything. All of the guests will just hate you and make you leave and you'll end up feeling stupid. Crashing parties in reality never works like it does in the movies. Also if she's rich, they probably would have access to security that could make your life miserable.

Ask everyone you know who'd be into the idea to come with you, because it won't work unless you have too many people to get kicked out. Tell them to dress however they want to, but not to try to fit in. All come at once, with you in the lead, and start partying like f***ing CRAZY! (Bring a stereo with some hard tunes if there won't be one)
