The weight pouches in the center of the flags are made of many different things ranging from plastic beads to small metal balls resembling buckshot. These weights assist in accuracy in throwing the flag to help ensure it lands on the spot that the official sees an infraction take place.

I dont know for sure but I think so that the flag will actually go somewhere when thrown
