I think the republicans might say that clearly, things are so precarious in Iraq, that it is scaring off the less resolute. You know, it took a lot to convince a whole bunch of them Brits that "appeasement" was not a good policy in the face of the Nazis, for instance...
that would be my advice to the GOP, if they were paying me the big bucks.
Now, of course, the issue this general is talking about *IS NOT* (and I'd guess a poll would show that at least 60% of the American populace wrongly thinks the problem is the terrorists who've gathered in Baghdad like they're holding a convention or something) that there are too many suicide bombers, which there are plenty of indeed, or that Al-Qaeda in Iraq is too strong and we can't face them...
it's that WE NEVER ESTABLISHED SECURITY and in the void, with the lights flickering and food and water in short supply, all the non-Mass-Destruction weapons we left unaccounted for, that we allowed to be looted from every conceivable cranny while we secured the oil rigs and searched for the WMD we were so sure were under the sand, got into the hands of people who are now using them! Using them against each other, against their perceived 'enemies', in revenge for the last 30 murders of their kin, and against the occupiers.
The scale and utter 'twittyness' of the lack of an 'adequate plan' for post-invasion probably doesn't hit a general quite so hard until he starts to notice bigtime how nobody even begins to worry about the repurcussions of criminal acts, because the country is a great big lawless mess! We broke it all down, and despite Colin Powell's warning that if we "break it, we own it" a la the pottery barn rule, we apparently were never too worried about 'owning' a bunch of sharp shard-y fragments that we had no plan for putting together again, but that's what we got.

I can't say I blame him. Currently Iraq is nothing more than a KILL Zone. We kill 10 Radicals. Radicals drive a car filled with explosives into group of people kill 10. We kill one radical. Radicals Family steps up and says we wanna Kill Americans Now they Killed our Family member. American troops need to Pull Back from ALL major Iraqi cities and let the Iraqi Police and Military take over. Keep Rapid Strike forces Near enough to Step Up if the Iraqi's need FAST reinforcements. We claim to wanna let them run there country But we aren't letting it happen. It's like trying to teach a Kid how to ride a Bike and Never removing the training wheels.

How about the fact that Sir Richard also said the war was a success? You should read the question in current events, about "All you Bush supporters" He only found the comments that made President Bush look good, the one that made him look bad are the ones you seen, that's different.
