There is no right answer to this question. You can to decide which ones you have the most in common with and how many you can comfortablely answer on a regular basis. You don't want to be so bombarded with e mails that you have no proper time to answer each one with the courtesy they deserve. You also don't want to be living on the computer. Decide which ones sound the most interesting to you and go from there.

The more you have, the harder it is to keep track of all the conversations. Eventually its very difficult to remember what you have told each person (stories about your life and things like that) so you might end up repeating the same information to people who have already heard it. It will get confusing after awhile so it's probably best to stick with only a few pen pals.
