First, you save the picture (preferrably a .jpeg) to your photos file that saves pics via Microsoft photo editor.
Second you can copy that picture via "copy" using your mouse/cursor over the picture; right click to get that choice.
Third open Outlook. Click "new" to compose an email, and if a plain-text message screen comes up, click the "new message" icon under the word "file" and it will pull up an html message screen.
Forth, click you cursor bar to show in the message area and then paste the photo you want to shrink proportionally there. When it shows up, click the bottom right corner and move it inward toward the top left corner until the photo is the size you want.
Once you have it sized just right, click on it, "save as" and label it, and save it as a new photo saved into your photo file.
Now you have a photo the size you want to be used in your html website.
