It's called an equation.

If you really meant to ask, what is the value of x:

subtract 3 from each side
6x + 3 - 3 = 21 - 3
6x = 18
then divide each side by 6
6x/6 = 18/6
x = 3

From what I understood from your question here is my answer:
You gave an equality, but we don't know what the value of x.
For the equality to hold good x must equal ( 21 - 3)/6 = 3.
Thus for x=3 the equality holds and for all other values of x the equality becomes an inequality.
