Consiousness? That would be the brain. Conscience? Probably also the brain - but it is something that develops with age and experience. Then again, some folks never quite seem to develop one...

It's definitely the brain because the heart is the organ that pumps our blood that circulates the body. Hypothalamus would be the seat of higher emotions I forgot what specific part of the brain would be responsible for processing conscious thoughts but all parts of the brain are in communication with each other and with our body making us act and feel the way we do.
