The web sites can give you a base, but if you really want to learn to speak it you need to somehow immerse yourself. Buy Spanish language CD's and listen to them in your car. Buy popular music and listen to that as well. Pair up with a Spanish speaker who needs to learn English. You can help each other.
Use the web sites to develop some general knowledge, but if you really want to learn it well you must speak with someone who can practice with you.
