Try a piece of thin plastic sheeting - maybe from a binder or something else thin & flexible, but still have enough body to hold it's shape. It if's black or clear, even better. Make a pattern & trace it. Cut w/an exacto knife & then cut the interior out to about 1/4 inch frame. Leave tabs on each end & punch w/hole punch. Paint black if necessary. Place it on a black woman's knee high stocking & glue - leave a little to fold over the edge & glue on the backside. Make sure the fabric is on taut for sheerness. String a thin black satin ribbon through the punch holes to hold it on.

It looks like a lace fabric, try a real close knit black lace, you should probily sew it by hand and put a real thin hem around the edges, I think it'll look good. Best of Luck!

i think yoy could make this using a fabric called tulle, it will hold its shape, and not collapse, as well as be able to pull either black cord thru the holes, or black ribbon. it is the fabric ballerina tu-tus are made from. good luck
