I'm sorry to say that kayaks generally aren't allowed in the Carlsbad lagoons since they are waterfowl reserves. The exception, however, is the Agua Hedionda lagoon, and you need a use permit from the city before you can launch there. Here's a link to the application form:

You could also launch out of Oceanside Harbor. But there's lots of small boat traffic, and you'll probably have to pay for parking (which is not that expensive, though).
La Jolla's actually not in North County, but I think it's a far better place to launch. La Jolla Shores has much gentler surf and the sea caves are cool. Lots of marine mammals. La Jolla Cove is also specifically made for launching direct into the water-- as breakers (due to cove) are rarely over 1 foot--usually 6". Parking can be difficult due to a lot of early morning kayak fishermen and beachgoers, so weekdays are the best. The Cove is off La Jolla Shores Drive.

about a mile south of Scripps Pier. Is a marine preserve up till about a mile out. Sand is Packed down so you can drive right on the beach.
