Are you refering to the tectonic plates? Those are the plates that cover the entire Earth under the surface. When these plates move against each other, earth quakes occur.

Probably you mean the tectonic plates that are underneathe the Earth's crust. They shift around alot, and create earthquakes, mountians, and volcanoes by rubbing and crashing together.
