Henry VIII was a good king, just a bad husband. There are a lot of bad kings.
John of England got his country into a civil war.
Czar Nicholas of Russia lost his life because of WW1 and Rasputin.
King Croessus of Lydia wagered on a cryptic message from the Oracle at Delphi and lost his empire in a battle with Persia.
King Charles VII of France was absolutely loony
King Louis XVI made things so bad the French Revolution started
King Ludwig of Bavaria was a really messed up dude who spent all his money and shot at peasants (although it was staged)
Pepi II of Egypt was old and feble minded and caused the empire to collapse
Charles I of England lost his head because of religious reforms that created religious and political and social unrest
The whole Spanish Hapsburg line near the end was so inbred they couldn't even stand up and think straight
Emperor Qin Shihuangdi of China sent thousands to their death for disobedience or to work on his great wall
Caligula was a sexual deviant who liked children and watching people and animals and liked to bring in family members of torture victims to watch
Czar Peter the Great had thousands die to build St/ Petersburg and visciously treated his nobles to show them who was boss (but he did die trying to save a commoner from drowning .. so he wasn't all bad)
Emperor Nero would kill people who looked bored while he was acting on stage
Emperor Commodus fought in the arena (sort of the guy from Gladiator) and threatened to murder the senate
... maybe I'll add more later... there are so many bad eggs in history...

Be more specific please... What country? time period? Real or Fictional? Worse how? Cruel, greedy, etc...

My vote for worst overall king is King Menelaus of the Odyssey. Send people on a 10 year war for one woman?! That's nuts...

I'd have to say one the top ten would be George IV of England, otherwise known as the Prince Regent. He ruled for many years in his father's place while his father was ill (mentally and physically). He ran up so many debts that parliament refused to pay them until he married. He was already secretly married to a Catholic woman, whom he got rid of to marry Princess Caroline, He hated her on sight treated her terribly. When he was crowned king, he refused to let her in the doors to attend the ceremony, and she was never crowned Queen. Throughout his short kingship, he continued to pile up massive debts, and his people openly ridiculed him and his many mistresses. The comed/ tragedy finally ended when his niece, Queen Victoria, took over at his death.

Another winner would be Queen Mary I of England, otherwise known as "Bloody Mary." She was so insistant on restoring Catholicism to the realm that she allowed her husband, Phillip of Spain, to bring his torturers from Spain to convert the people and torture and burn those that did not conform.

King or queen? Do popes count? In any case, I'd probably say Mary of England. She was pretty nutso.

King Henry VIII
he had 6 wives, and had 3 beheaded so he could marry someone else. he also spent most of his fortune on one of his "mistresses", to renavate a manor house, and give her gifts of the most expensive stuff in the world. he wasted his country on the women of his court.
one good thing that came out of it was that his 2nd wife, anne bolyen, had a duaghter, Elizabeth I, who was probably one of the greatest rulers of england, ever. she ruled for 45 years, even though her father thought her unfit to rule just cuz she was female! she ruled over shakespear, columbus, and many other great people and events in englands history.

in Iran Shah Soltan Hossein was the worst king . he was told Ashraf Afghan have attacked Iran . he has come to the gateway of Isfehan . he said i must consult wth Quran.finally he was killed by Ashraf.

its that horny english king who made england protestant because he couldnt divorce then went on to have multiple marriages and divorces and even chopping off a few wives heads along the way.the horny bastard deffinately had a thing for sex and violence.
