King Tut did nothing... he just was unknown enough for us to have found his treasures because noone else was looking for them.
Good kings
Augustus Caesar - united Rome and led with a bent towards philosophy
Democritus - created democracy in Athens
Amenhotep III of Egypt - created a cultural and economic golden age before his son buggered it up
Charlemagne - united Europe - although he was a mean SOB he did reestablish some civility in Europe
Edward the Confessor of England - a kind hearted king who was sainted by the church. He helped raise the status of England
Macbeth - seriously, the guy from Shakespeare. United the remaining provinces of Scotland and solved a great deal of Clan conflict and created a time of economic prosperity
Frederick the Great - one of the few enlightened despots, ruled Prussia with philosophical and enlightened ideas
Elizabeth I of England - although maybe can be questioned, she calmed the religious strife in England and made it a world power
... if you mean best as in powerfull... you have many
Alexander the great, Peter the Great of Russia, Alfred the Great of England, Ramesses the Great of Egypt, Louis XIV the Sun King of France, Tuthmosis of Egypt, Napoleon of France, Genghis Khan of Mongolia, Qin Shihuangdi of China,
maybe there needs to be criteria ...
