King Tut did nothing... he just was unknown enough for us to have found his treasures because noone else was looking for them.

Macbeth - seriously, the guy from Shakespeare. United the remaining provinces of Scotland and solved a great deal of Clan conflict and created a time of economic prosperity
Frederick the Great - one of the few enlightened despots, ruled Prussia with philosophical and enlightened ideas
Elizabeth I of England - although maybe can be questioned, she calmed the religious strife in England and made it a world power
