Ok, your radio says LOC, which means that it is LOCKED. It is the same thing that would happen if someone stole your radio and tried to use it in another car. It automatically locked because you disconnected the power supply. You will need to enter the lock code, sometimes the selling dealership will write the code in the back of your owner's manual, if it isn't there call your dealership with the vehicle identification number (VIN) and they can give you the correct code.

There is a procedure to unlock the radio. Chevy dealers and Buick dealers can help you with unlocking delco radios. You might even try GM dot com. If you try doing it your self It involves turning on the ignition for some time so have a small 15 amp battery charger to keep the battery alive while the ignition is on and radio is on.

Radio is protected by security code, like a pin number. Did you enter a wrong code 3 times?? You have to take it to a dealer if you did. Otherwise check your owners manual.
