Actually the RULE is I before E except after C or when sounding like A as in neighbor or weigh. So things like reign are still within the rule as is reindeer. Sorry but can't think of any so thought I would just fix the rule.

The spelling rule " 'i' before 'e' except after 'c'" was intended for the arrangement involving the long 'E' sound (like 'believe' or 'receive'). However, the "Americanization" of the English language and borrowed words from various other languages has made that spelling rule inaccurate. 'Weigh' and 'reign' have a long 'A' sound. Such words as 'leisure' and 'neither' are originally pronounced with long 'I' sounds. 'Weird' and 'reimburse' are originally pronounced in multiple syllables , ....thus validating the rule.

Effecient is incorrect in the original list because it does follow the rule. Lei is in the Hawaiian vocabulary and their alphabet is not the same as the American alphabet.
