plastic is a polymer. Polymers are long strains of molecules that hold tight to each other and don't like to let go.
for example, poke a pencil through a plastic bag full of water. The water wont come out if you do it right, because the plastic is a polymer.

the inside of the bottle is plasticwhich makes it hard for glue to stick but if you leave the cap off for a long time oxygen will get in and dry up the glue.

It is due to the lack of surface area needed to allow th glue to adhere.
Lightly mar or scratch the surface are you want to place the glue on. Clean the scratched area with Denatured alcohol and let dry. The scratches provide the necessary surface area for the glue to properly adhere.
