Depends...if it's hanging more than three inches lower, I'd say you have a problem.

Yes they should and the reason been is because if they were both at the same level then it would be painful as they would rub together and squash each other. Hope I make sense as one lower than the other does, to prevent pain and soreness.

It is quite common that one will hang lower than the other , i hear that it is generally the left one that hangs low although personally my right one hangs low .

normally the left hangs slightly lower.
my boyfriend's right is actually lower than his left.
