I turn off my computer and shut down but it still stays active -
what should I do -? thanks

Try disabling all your startup programs to see if one could be responsible by:
- click start
- click run
- type "msconfig"
- click on startup tab on top right
- click disable all
- press ok
- choose restart

Of course after a small while if you notice the computer not restarting, just power it off and back on. To force a power off, most recent systems require you to press the power switch for more than 3 seconds.

If after restarting the issue's resolved, you just have to determine which of the startup programs (in msconfig) causes the issue by activating them one by one or in small groups.

If the issue persists, try running virus and spyware scans. A good free online scan is: http://housecall.trendmicro.com

You should also make sure to have the latest windows updates by visiting http://windowsupdate.microsoft.com

If it's a lap top.....pull the battery out. If it's a desk top...pull the plug. You system froze.
My laptop does that now and then when I got too much stuff going on.

reformat your hard drive it may be a boot sector virus or spyware infection i had the same problem it's the best thing you can do just reformet and reinstall all your programs
