It depends on the color of the shirt, wether the person is wearing a belt, if they have the shirt tucked in, what kind of shoes they have on, how old they are, what religion they are, what their own personal clothing preferences are... *grins*

I try to get to know people. Who knows what their situation is?
If I see a girl wearing a long skirt with a t-shirt (non V neck) I might think she spilled something on her other shirt at breakfast, or she didn't sleep at home and she had to borrow a friend's shirt that didn't quite go with her skirt. I might think that someone (such as her parents) made her change either the shirt or skirt because they thought it innapropriate (it happens, you know). I might think that she doesn't have anyone in her life to give her fashion advise (maybe her mom passed away or something). I might think about a time when I wore something that someone else thought was just awful, but I had a sentimental attatchment to (like my fiance's flannel shirt when we were miles apart, or my grandmother's sweater after she passed away).
I'd usually smile at her if she looked at me - no matter what she was wearing. Could you imagine yourself in any of these situations? What would you do if any of them happened to you?

i personally hate long skirts, they seem dorky to me, but it actually depends on the type of style, if it's really cute and vintage, then maybe i would get it a try, but I like mini skirts

depends.
do the skirt and shirt go together really well, or do they just look trashy?
if the outfit looks nice, i think "nice outfit"
if it looks bad or like they were down to their last clean clothes then i tend to think "wake up late?"
