If you mean which one is less intelligent academically, I'd say Ron, since Harry got better grades. We know this from their O.W.L. results which were given in Order of the Phoenix. Also, Hermione (who often checks Ron's and Harry's homework assignments for mistakes) usually mentions that Harry's essays are good, although he will sometimes need to correct minor errors. An example of this: "Europa is covered with 'ice' not 'mice'." which he misheard or it was a simple typo. She tells Ron that he is plain wrong about some things on his homework though and it needs to be rewritten.

If you mean emotionally, I'd still have to go with Ron. LoL He is constantly offending people (unintentionally) by saying things without thinking. He interrupted Nearly Headless Nick while he was giving a useful answer, and made a remark that offended him. He has done the same with Moaning Myrtle, and does this to Hermione on a regular basis. He has had a crush on Hermione for a very long time, but doesn't have the maturity to tell her about it. Instead, he just acts very petty and jealous when she gets attention from others. He did that with Viktor Krum and Cormac McKleggan, when all he had to do to prevent it was to admit his feelings!

Harry got the courage up to ask his first crush (Cho) to the Yule Ball. He had the guts to ask her out to accompany him on a Hogsmeade trip. He didn't just talk about her to his friends and act childish and snipe at Cho when he did see her. When he realized that he was attracted to Ginny, he thought about the consequences it could have with Ron before he let anyone know how he felt about her. He didn't just act on impulse without caring about how his actions would affect the other people involved. That is emotional intelligence.

Harry. He could have been best friends with that cool cat Malfoy, He blindly goes and attacks danger with no regard to personal well being or thinks to get some help, could not ask a girl to a dance. Geez!
