Well what do you mean? The middle of winter could be a 60 degree day -- it's happened before. If it's in the middle of the coldest day of the year, well then use your brain. There must be some reason they have their windows down. It's most likely for ventilation of odors, smoke, or heat. Also, if for some reason you need to hear something in traffic, it's better to have your window down. It's not a crime.

To get fresh cool air

Some people "run hot" and like to have cool air -- I drive with my A/C on the coldest setting at all times. But if I didn't have A/C, you can be sure I'd be driving with my windows down. Even in the winter. Just as long as it wasn't raining!

I like the wind in my face. Even in the winter time. And I'm claustrophobic.
Besides I live in the South.

I heard it was less efficient to have the windows open because of the wind resistance. Maybe they like to waste gas and get blown away at the same time.

They like the breeze
They want to be seen
Their air conditioning doesn't work.
They don't want to waste gas by using the air conditioning.
Their window is broken and won't roll up.

maybe the windows broken, or could be that they are trying to stay awake from all the partying the did the night before.
