If after following Paul's suggestion your dial-up box still appears, then empty your browser's cache and cookies, run your anti-spyware software with the 'include tracking cookies' ticked, and see if that programme finds a cookie or object that's causing your problem. It sounds like there's something tracking you, possibly even a photo or hidden jpeg file in an email that resides on the Internet, and it's trying to load but requires a connection in order to do so.

When you open Outlook Express, the dial up connection box will appear to ask if you want to send mail, if you don't want to send mail then just click on the Work of Line button. I don't think you can stop this from happening. Although I could be wrong about being able to stop this from happening. Hope this helps.

i am on broadband, and sometimes the dial up connection box pops up on my comp, not only on outlook express it happened earlier when i was on this site. i just close it down and carry on, it seems to work

ok I'm working from memory here so I might get it a little wrong
Go to the tools tab up the top
click on Internet options.. or maybe its just options
then click on the "connections" tab
Then you will be offered 3 options for connecting
Click on the "never connect"
Click on "Apply" down the bottom
Click on "ok" down the bottom
