Department stores usually have nice dresses, but they can get a little more expensive than what you are looking to spend. If you can't find anything elsewhere, then try them, i.e. JC Penney, Macy's, etc... You might find one there under $100 that you like.
Try to stay away from the ultra trendy stores, they are higher priced than that, plus the dresses tend to be a bit more sexy than what you want for a Sweet 16; I don't think your parents will be happy if you get a strapless, backless, short dress for a party they are paying for.

if macy's is having a sale then you should check them out cause when i was going to a winter formal i got a really nice dress for $20, yes i did get lucky, but you never know. also try khols they have pretty dresses too. happy birthday~!!

You could look at a store called Forever 21 or close by boutiques. If you looking for something cheap you should try Jcpenny's or Foley's at your local mall

omigod, try nordstrom's! i know they have a lot of designer labels and some of their stuff is really expensive, but the dresses in their b.p. (basically juniors) section are usually less than $100. and they're really cute!

perpetually 21 has quite lovable clothing and that they are super much less high priced. I additionally advise Ross or Marshalls. different shops like Macys, Delias, And Dillards have lovable clothing besides stable luck and that i wish I helped!
