Go to a tool rental and rent a tarrazzo stone grinder, with the finest stones they have. And resuface it

What do you mean by "Polish"? If you mean sealing, a janitorial supply company will have the products you need. To "Polish" a terrazzo floor requires some machines you can't get a hold of, and a considerable mess. Call a terrazzo installer, they'll steer you in the right direction, it's pretty specialized stuff.

Terrazzo is a very hard floor to keep looking good. If its old have it done by a pro, using the proper equipment. Look under floor cleaners in yellow pages. Also for regular cleaning use a no rinse floor cleaner.
