When I use the term "educated" I mean someone who can read and write fluently, can do basic math, knows some fundamentals of history, science, psychology, sociology, art, technology, etc. It is someone who is well-read and/or has expertise in at least one field.

My guess is it mean graduating from college. Now, mind you, it doesn't mean a person learned anything, even learned social skills. It simply means that they have a degree to frame and hang on a wall.

Unfortunately, all it really seems to mean is that someone can read and write.
