the float needle in the carb is gummed up and isnt shutting off the fuel supply. Clean it out.

your needle valve is sticking and filling the carborator with too much gas...or the float valve could be damaged
there is a cover, remove the cover housing the float valve, and manipulate the float up and down while watching the needle valve to see if the needle valve goes up and down. (make sure fuel is off or tank is empty)
if everything is working, with finger is on the float, lift all the way (needle valve is closed) then turn on the fuel and slowly let float valve drop to see if fuel flows...if no fuel flows, carborator needs to be overhauled....be sooo careful if any smoke or fire.....good luck!!!!!!!!!!!!!!!!
if this sounds a little complicated, take the engine to your nearest smallest engine mechanic...

Did you put a rebuild kit in the carb? If not, GO BUY A KIT! If you did, you screwed up the valve seat and will need to buy another kit and put the seat in correctly. Use a long, flat punch to install the seat, with the ridged side into the carb body.

Check the air filter, but I think the float bowl float is stuck and is now regulating the gas flow

You aether have dirty gas that isn't letting your valve seat properly.Are you need a new valve seat and nettle valve.I would check for dirty gas first,all it takes is 1 grain of sand,to stop the seat from seating correctly.
