That sounds familiar, just the other day I found someone had smeared menstrual blood around the toilet seat at work, had similar problems at my old job too women either throwing their used tampons and pads on the floor or flushing them down to the toilet...
...So I wrote a long e-mail explaining we are all adults now so to use the toilets correctly, that there are sanitary bins there for a reason, and explaining the how's and whys of irresponsibility of flushing tampons both for environment and poor cleaning staff who had to fish them out when they plugged up toilets, I then e-mailed it throughout the whole building.
I got some stick for it, however it prevented their disgusting behaviour for a while and made a point, I also got some kudos from some of the others who had seen all this and some smiles from the caretaker staff who heard about my e-mail :o)

I am sorry you have to put up with this behavior. i always wrap my items neatly and put them in the box. if I do the hover thing, I wipe up after myself. If there is any reason, we are reluctant to touch anything, some toilet tissue can be used as a barrier for the hands. There is no excuse except for mental illness.
As for the men, perhaps they have prostate enlargement causing a weak stream that dribbles out at the end, causing it to go on the floor. Again, maybe they are elderly and have decreased awareness of this occurring. Or they are just inconsiderate.

I used to run into the same things when I used to clean schools. I always found the ladies washroom were dirtier than the men's. It is sheer laziness. As for the men, I remember somebody saying if they can't aim the right way then what are they looking at. Have a great day.

The containers are positioned there for that objective - yet, i think of that those containers and you're abused whilst used sanitary components are no longer wrapped up and disposed of properly. Come on, women! you recognize how your mothers advised you to do it!

Very sorry. I am a very clean person. If I go in a bathroom that's that dirty I don't even use it. I use to have to clean the restrooms when I worked at Subway, I know how you feel! Thank you for keeping the restrooms clean.

Hey we clean Churches and they let their kids BM on the floor,pee the trash cans full. people are just plain nasty to people that try and keep them safe and clean. One of the reason I quit going to Church, besides they are all republican.

I completley understand. I HATE going into womens stalls they are nasty pigs I always tell my husband women are nasty. They don't flush them or leave them lying around all bloody its just nasty.
Whats wrong with wrapping them up or just flush them down the drain?!!

I hate having to touch the sanitary bins because you know someone else with their period and possibly blood on their hands has touched it.Maybe that's why?
