Just flirt with him and see if he responds. if he does flirt harder you know playful hitting or pinching ( though not too hard), or a hug as you pass him in the hallway and if he likes the affection then shower him with more intimate hugs and smile at him a lot. Also ask your sister her thoughts on the subject and if your brave enough ask him if he likes your sister. If you so ask him act like you just playing or offer to hook him up with her and if he really likes her you can tell by his response.

Don't ever allow a guy to come between you and your sister. If both of you like him, then both of you should get him out of your lives so that there won't be any conflict between you and your sister. There are many other guys out there so hold on tightly to the beautiful and everlasting love that exists between sisters - and enjoy your lives.

The best policy is to make it a point not to like a guy your sister is interested in. She should do the same.
The world is a big place and you two don't need any friction over a guy.
