Roses need full sun from preferably a southern exposure for 4-6 hours daily, and try bone meal, which is rich in phosphorus, necessary for bloom.

First with limited, provided information I would recommend you address these areas:
1. When did you plant your roses?
2. Have you ever had blooms?
3. How are they planted? To deep? Did you follow the recommended planting guidelines. If directions are not available at this time. Check nursery, Internet or library for proper planting recommendations. There are lots of books on roses with play by play words of instructions with photos.
4. Are the roses in full sun? Location is important to maximize the results.
5. Are there any changes you have made if you have had previous blooms?
6. What is your fertilization treatment and how are you applying the fertilizer? Nurseries will have advisers on hand, plus pamphlets and available books on the how to's of these and more. Even hardware stores carry books on caring for roses.

How old/neglected are the roses?
What type of roses are they?
What kind of soil?
Have they bloomed before or is this the first year? Do you know?
Any of this information would help.

There are a lot of things we don't know, but I can make almost anything bloom with Bone Meal.
