There are tons of halloween costume shops online. Have you checked at Target or Wal-Mart? Ebay would be another place to look. If you have a goodwill that is close you might be able to make one for little of nothing. Just black pants, you cut the bottom to look like rags, then a stripped shirt or a plain white one with ruffles, and a bandana.
