THIS IS WHY!
It all started with the whole "low batty" thing (wearing pants very low revealing underwear) which came from American prison convicts who dressed like that. The same convicts would walk around with one hand down pants to intimidate rivals as if they are concealing a weapon. Its all about feeling and looking HARD.
...Though I am not sure it works with these little 'wollies' on the streets of London whose worst crime is truancy.....

I so wish they knew what they look like, who on earth wants to see the top of their undies showing above their nearly down to the knee jeans and trousers they wear and their hands clutched down the front, for goodness sake they look like desperate puppy dogs about to be neutered.
