Use a one part epoxy paint that is commonly used for garage floors. Your local home improvement store will carry it.

PS. Make sure you clean the floor very well before applying any paint.

It depends on what you really want to do with your basement.If you are going to use it as a finished basement i recommend ceramic tile because it is water proof mildew proof and low maintenance.It can be purchased for as little as 69 cents per square foot but there are other factors like grout and thin set witch is used to apply the tile.A cheaper way to go is cormercial vinyl tile it come in many colors and is around 50 or 60 cents per square foot and is very very durable

Buy a good water-resistant paint made just for basements, and use a good sealant first. The paint store people are usually well informed to give you good recommendations.

Gotta agree with island _ho. Epoxy paint. Be sure to follow prep instructions, and it will last for a long, long time.

They have colored concrete paint like you use in garages. That should work.
