IF every thing is still plugged up accecp my dsl cord and they still access the computer when it is off

Unplugging the dsl cable, prevents your ip lease from renewing thus no one can access your computer.

No, you're save in that situation. As long as you don't have an insecure wireless router or AP connnected to the DSL modem.

No. Once you disconnect from the "outside world" they would have to be at your pc.
