If you have ever taken a staple gun, disabled the safety, and shot it, it will shot a staple with the enough force to sent it a couple hundred feet. It does qualify as a "gun".

It works very much so like a gun.
Let's determine what makes a gun a gun. It shoots a projectile at a very high speed and it pierces things. The only difference between an actual firearm and a staple gun is the ammunition.
