Oh for heavens sake, obviously NOT!
The devil was made, not born so he/it could not have a date of birth.
Halloween as we know it today is a mix of holidays from different cultures.
It began as a Druidic celebration of the harvest during the Autumn Equinox and was expanded by the Celts throughout western Europe.
In Ireland it became known as Samhain, in Gaelic: Samhuinn
means summers end. there are other names for it that refer to the beginning of winter. (see link below.)
The Christians incorporated it into their panoply of holidays as "All Hallows Eve" or "All Saints Day" to placate the "Pagan" peoples who would not give it up. Just as "Christmas" was actually a day of celebration of Janus the Roman two faced god which was celebrated on Dec 25th. Jesus was not born on that date. As a matter of fact, he would have been born around the end of September (29th?) because the Gospels state that the shepards were tending their sheep in the fields. Sheep eat grass and there would have had to be grass in the fields which is not available in the mountains surrounding Bethlehem in the Dead of winter.
And quite often have snow on the ground.

Any way, the dressing up is just a way of fooling the spirits that people belived in those days would come and do harm if they caught you outside in the dark on that evening.

It is not the devils birthday. It is an ancient Pagan holiday actually called Samhain. It is halfway between the Autumnal Equinox and the Winter Solstice. Google Samhain and you will get all kinds of information as to the true meaning of Halloween. Hint: it is not about candy.

At one time,"All Hallows Eve " AKA Halloween was a dangerous time to come out at night. And NO, there wasn't any candy given out back then. You could be charged with witchcraft or trying to conjure up the Devil and his minions. As punishment, you could be burned at the stake. It was beleived that fire would purify your soul so you could enter Heaven.
The reason for the costumes is on Halloween night, the spirits of the dead come out to take a soul back with them, hopefully one who has wronged them. But since you're in costume, they don't have any idea who you are,so they can't take you with them.
