Clean the affected area with a mixture of bleach and water. After you clean the area, you will have to KILZ the area to keep it from regrowing. After you Kilz just paint whatever color you want. Kilz will seal it in.

Try a 10 to 20% bleach solution in water. It depends what you are using it on, though. If it's a wall, that's fine, but if it's your mother-in-law, use something else...

Try getting some H2Orange to clean the affected areas. That stuff will kill it.
