I recently ordered new headlights for my vehicle. An employee of the place where I ordered them recommended I get ultra white light bulbs, so they shine better. When I received the packages, on the case for the light bulbs it says:
"For show car use only"
"Not legal for street use"
They are Ultra White light bulbs by matrix.

On the sticker it says:
9005 12V 100W

Here is a link of the bulbs:

If you don't bright someone, who will know. The low beam is probably about 50 watts close to legal, 65watts is the legal limit for brights anywhere.
If you cause an accident by blinding someone, you are liable. Your insurance will not pay, and ather bad things can happen to you.

You probably won't get messed with unless you are dealing with a jackass cop.. the kind that would write you a ticket for limo tint, or a clear cover over your license plate.
