If all kids truly participate in the fundraiser, you should be able to accomplish this. Here are some ideas:

See's Candy Lollipops (50% profit for each lollipop. Best % I've found) This also works well because the product is right there. (No orders, returning to deliver product, etc.) They are also fairly inexpensive. Most people will help if it doesn't cost too much.

Car wash a-thon (you get sponsers for each car washed AND make it a free car wash with DONATIONS ACCEPTED). We made a TON of money on just the donations alone.

Fundraising nights at local restaurants work well. (I'm assuming you can advertise to the rest of the people at the school as well as your community in general.) You usually get anywhere from 10-20% of the profits.

Read-a-thon's and Walk-a-thon's work well also, but might not work given the smaller group you have. (Although...who can say no to a little kid asking to sponsor them for a READ-a-thon?)

a bake sale is always great... you can make lots of food for little money and sell them for at a pretty good profit... especially things like rice krispie treats and chocolate covered pretzels. a car wash is usually a really good thing, especially if you are in a good location and have advertising (like posters around town). I don't know where you are from, but I know that Krispie Kreme donuts also help with fundraisers so people can sell their product and keep a good portion of the profit, but I'm not sure exactly how it works. A yard sale is another possibility, but would be harder to put together. I hope these ideas helped you out!

Selling boxes of candy is easy. Kids get about $25.00 per box sold. Each kid can take the responsibility to sell their own boxes. If each child sells 4 boxes they will have what they need. If some children slack off and do not do it then they can be exempted. You may have some kids who do extra and that can always help out.
If you can get a company to donate a large prize you can sell raffle tickets for $1.00 a piece. It costs you nothing and you can usually sell quite a few tickets. We were able to raffle a paint job for a car. Gift cards for stores are usually good too.

Have a spaghetti dinner (which the ingredients are cheap) and have all the kids parents donate baked goods to sell during the dinner
