Use a rust coloured eyeliner (or reddish brown) with a very thin line underneathe. Use BLACK mascara. Then, use a metallic colour or an opalescent colour that is similar to your skin tone (sandstone is a good one, so is "nude beach") on the lower part of the top eye lid.

Important thing to note: (especially if you have small eyes) lining the tops and bottoms with eyeliner will make them look SMALLER. If you have light colored eyes, (blue and green eyes) a darker eye shadow color is best to use - like browns and dark pinks. Remember the crease of the eyelid is best to use the darkest color in..and the inner part of the eye, near the nose, use a very light shimmer to open your eyes up.
Also, to make your eyes look a bit bigger, curl the upper lashes.

It's all in the clothes you wear.
(Try reading Trinny and Susannah's book, "What You Wear Can Change Your Life" and look at their color guide).
Trinny, one of the women who authored the book, also has small grayish blue eyes, from what I remember. It all depends on your skin tone too, but I would go with navy blue shirts (not too pale of a blue), and other darker colors such as deep gray and rich green. It really DOES depend more on your skin/hair color, though.
Which makes me wonder: have you thought about dyeing your hair? I have fair skin, and tried dark hair for a couple of months: it washed out my eyes completely. With blonde hair, though, everyone seems to notice these baby blues.

like some peoples said, using eyeliner only on your bottom lid, relly orks. also, putting eye liner in that little space near your nose (do you know what i mean) really makes your eyes look BIGGER! some more advice, don't put as much make up any where else, that way your eyes will stand out. use cool tones on your face to bring out the blue in your eyes and voila, youre eys will be the focal piont of your face,

applying a white shadow in the inner creases of the eyes give the illusion of bigger wider eyes. Apply and blend a white shadow both on top and bottom of the inner eye (area by the nose) It works like a charm! good luck! :)

Eyeshadow - avoid the obvious use of blues and purples and focus on warm browns and taupes and soft peaches and pinks.
Eyeliner – try soft browns and taupes.
Mascara – brown (for daytime) or brownish black (for nighttime).
