If there is a decimal point, all zeros before count. So 1,000 has 4 sig figs. 967,320 has 5 sigfigs because the zero doesn't count (no demical point before). So 1,000. has 4 sigfigs.

The only case zeros don't count with decimal points is like .001, or 0.2 if zero is the first number in a number with a decimal point.
