It's a maths problem which you will have to take the signs priorities * / + - to simplify it .
Now , in the problem the first thing you do is to take each two number from the let to the right
1- 13-5 = 8 , hence , 8-13+3a
2- 8-13 = -5 , hence -5+3a
Thant would be your final answer of this question , Unless the question was 13-5-13+3a = 0 that's another question.

Ok, this is an expression. It isn't an equation because there is no "=" and a value on the other side of it. To simplify it,(which is probably what you need to do), you simplify like terms. Like terms would be things like (13, -5,-13 or 3a, 5a, 2a) just similar terms.
So, first you organize it so that the variable(3a) is in the front and the constants(13,-5,-13) are in the back.
3a+13-5-13.
Since there aren't any other like terms for 3a you just leave it there and simplify the constants:
3a+8-13
And simplify again:
3a-5
