Her Majesty, Queen Elizabeth wears clothing appropriate to the situation. If on a hunt in Scotland she wears hunting togs (brown or nlack pants); If inspecting the guards she wears the uniform of the royal guards with black pants.
If you are talking about HRH's under garments that I am afraid will never be known.

I know this because a friends boyfriend used to work as a footman in the palace and one of the jobs involved tending to the corgies - apparently the queen would always stand over the workers as they were grooming the dogs.
Nobody wanted to do this job because of the potential embarrassment factor should the queen become aware of what they could see. I suspect she knew and didn't care.
