Just go watch a lot of anime (if you don't want to wake up for the early shows/stay up late >unless you live in an azn country xD<, you can go on youtube) and read lots of manga/online scanlations! That's what I do ^-^ And drawing is just second nature =)

just watch alot of anime, and refer to those drawing books the other people said above. the way i do it is that when i watch anime, i also observe the plot, and the way they draw the characters. each anime has a different kind of style (compare naruto to samurai champloo) and examine and when watching anime, try pausing at a good shot of a character(if you're on youtube) and then try to draw it by looking at the picture that you paused, or trace and get a feeling of it until you get comfortable, then free draw it.
that's what i do. now i'm pretty good :D

Study manga and instructional books. Find some inspiration and maybe get a teacher to learn some basic drawing skills such as shading, still lifes, etc.
