This one is driving me nuts.. here's what I remember:
The 'hero' is a spy, or intelligence agent, or something like that... and he's VERY good at what he does. He gets framed for something and a 'hit' squad takes him out. But instead of killing him they just knock him out and he wakes up on a secured island.
This island is populated with similar individuals from all over the world, people who supposedly assassinated and in fact they live and work in secret on this island as 'consultants'
This island is surrounded by an underwater laser system that kills anyone trying to swim off the island. The system is deactivated when supplies arrive but during this period all the people must be in their rooms with their fingers pressed to a fingerprint scanner that pops up. Remove your finger from the scanner and you instantly get gassed.
The hero eventually manages to excape to prove his innocence by devising a way around the security.

Could it be "Absolom" or "Escape from Absolom" with Ray Liotta?
Ray Liotta played a Military Dude who killed his CO and was sent to prison. They then dropped him off at the Island which was sort of an Island for prisoners.

Yep Video Tony got it right! Double Team with a changing-hair-colour-in-every-scene, Dennis Rodman! He was cool in it and it was a pretty good movie but ended lame!
