We just planted it this year. It is bush-shaped and about 6 feet tall. It bloomed a bit once, but not since.

sometimes with flowering shrubs it takes a full growing season to flower. it is getting acclimated to its new home so to speak. other issues may be in the soil;some minerals may be lacking or in excess. take a sample to your local extension they will be able to help a great deal. don't forget this is a toxic plant to animals. it is poisonous even if it is burned fumes and smoke. happy gardening

From National Gardening Assoc.:

"Care
Apply a layer of compost under the plant each spring, spreading it out to the dripline (the area under the outermost branches). Add a 2-inch layer of mulch to retain moisture and control weeds. Water plants during the summer if rainfall is less than 1 inch per week. Prune oleander after the main bloom period to encourage bushier growth and more flowers, and to reduce the size of the shrub. "

One of the problems with flowering shrubs is that if you add too much fertilizer, it will promote LOTS of green growth, but not flowering. So watch how you fertilize! This may be your problem if you added fertilizer when you planted it. Otherwise, it may simply need a little time to settle in. Patience!

it can take 1-7 years for a tree to show sighns of stresstry some fertalizer in the spring and a light prune allways cut back to a bud when pruning and dont leave a nub pruning helps generate root grouth and branch grouth good luck
