I suppose some of his problem just had to do with old age;however you can buy a little bottle of this stuff that is supposed to condition the water to help with this problem. It must somehow soften the water so the fish's fins don't stick together. It might be too late now, but you'll at least be able to prevent this problem with the next fish you get. I'd ask a pet store, and I'm sure they'll have it and let you know exactly how to use it.This product is made especially for betas, and it is very common, so you should be able to find it easily.

I had a betta that didnt swim much at all for the last six months of its life. I always thought it was alittle odd but it didnt die till six months later. Plus it was real old. Ive been told if fish have ick they will have white dots on them.

She might be stressed. Sounds weird I know, but my brothers Beta got stressed and lucky for him one of his friends came over and noticed how they looked. (I wish I knew so i could tell you)
You might be able to take it up to the pet store (A real pet store) and see if they can look- they do sell stress tablets for the fish if that is the case and your fishy can get better....
