well this is because its the end user who actually uses the systems and we in the IT just maintain them for smooth functioning. the users are the ones who experiment with new things and intentionally or unintentionally cause loads of problems opening virus infected mails for example... i manage around 700 users at my work place out of which 150 are staff and the rest students... trust me its such a pain....
the strongest link i wud say is the tech who supports and optimises the systems. because he analyses potential flaws and works proactively to make sure things are up to date and up n running.

i dont understand the question that well but im guessing your talking about a workplace with a network of computers? lol.
if a user is the weakest then the strongest would be the network administrator.
..or the owner of the company. lol.
